This is the first Newsletter of the Jean Monnet Chair "EU Budgetary Governance and Audit". It initially refers to the various objectives of the Chair, its research scope, as well as the whole spectrum of the actions which it aspires to develop, while it simultaneously recognizes the significant role of the European Commission in awarding this project to the Department of International and European Studies of the University of Macedonia in favor of fostering the impartation of the academic knowledge. Turning to the question of the scientific scope, this Newsletter introduces the findings, the concerns and the recommendations that arise within the Annual Report of the European Court of Auditors for the financial year 2016, aiming to provide with an overall picture of the reliability of the EU resource management. Subsequently, the process and the aspirations of the pilot implementation of the new method of conformity audit over the spending in the field of political cohesion (regional policy) are being elaborated. This approach has been adopted by the European Court of Auditors in the framework of its strategy for the period 2018 - 2020. Finally, the Newsletter brings up the European Commission’s concerns, the scenarios and proposals regarding the Union's budgetary system, within the policy framework presented in the White Paper for the Future of Europe. The focus is placed on the revision of the EU fiscal system in an environment of new economic demands and limited resources and its impact on the Future of Europe. The points raised in the Newsletter are based on the presentation of the relevant text during the Jean Monnet Conference on the Future of Europe that took place on 28.11.2017 in Brussels.
