The seventh Newsletter of the Jean Monnet Chair ‘’EU Budgetary Governance and Audit’’ begins with a commentary on the key developments that arose in the EU during the last four months of 2019 because of both a change in the leadership of the main institutions of the Union and the negotiations that took place in the context of the new Multiannual Fiscal Framework 2021 - 2027. Subsequently, the content of four Special Reports of the European Court of Auditors (ECA) is described in detail. Under the light of the provisions of the White Paper on "European Governance" in 2001, the first ECA Report (No 14/2019) comments on the Commission’s public consultation procedure, considering that it mobilizes the European citizens, but it lacks at the same time a communication approach. In the second ECA Report (No 20/2019) the ECA examines the issue of the EU information systems in support of cross-border controls, stressing that, although they constitute a powerful tool, they should focus more on completeness and timely availability of data. Furthermore, the third (No 22/2019) and the fourth (No 24/2019) ECA Reports refer, respectively, to the EU's requirements for national fiscal frameworks in conjunction with the need for their further reinforcement and better monitoring of their implementation and to the EU's strategy for asylum, relocation and return of migrants that should be intensified for addressing the gaps between goals and outcomes. The Newsletter continues with the presentation of the ECA's Review (No 9/2019) on European Defense. Turning to the Chair's academic activity, the Newsletter brings up both the Chair's participation both as co-organiser as well as contributor, in the International Conference POLITEIA "Europe at the Crossroads: Leadership, Challenges and State of Play", (held on 27-29/9/2019 in Zappeion, Athens by the Hellenic Association of Political Scientists EOPE – HAPSc), presenting the political and institutional effects of the new MFF 2021 - 2027. The Chair participated also in the International Conference for Sustainable Development that took place at the University of Harvard (10-11/12/2019) with two presentations and it combined this activity with study visits in American Universities (Harvard, Boston, Tufts) during that occasion (9-13/12/2019). Finally, there is information provided for two guest lectures that were successfully hosted by the Chair. The first was held on 11/1/2019 at the University of Macedonia having as guest speaker, Professor of European Policy Konstantinos Lavdas, from Panteion University, who talked about the process of interaction between States and public policies within the EU. The second guest lecture took place on 20/11/2019 once again at the University of Macedonia. The guest speaker was Professor (University of Peloponnese) and President of the Center for Planning and Economic Research (KEPE), Mr. Panagiotis Liargovas, who mainly discussed the development and the process of fiscal governance within the framework of EMU and its effects on the Greek economy.
