EU Regulatory and Budgetary Governance & National Choices

The course examines at first the theoretical background of regulatory governance, the concept of regulation as a tool of implementing policies, the types, means and institutions of regulation. This analysis is further elaborated in the EU institutional and legal context. The scheme of EU budgetary governance is also examined. A main element of the course is the verification of the compatibility of regulatory and budgetary governance in the EU context. Then, the course entails an examination of the audit schemes in the EU. The analysis of the overall framework provided by the EU to the Member States on formulating national reform policies (Lisbon Strategy till 2010, Europe 2020 since 2010) is also included. Emphasis is paid particularly to the choices made by the Member States within their national reform programmes. The course entails also an analysis on the budgetary governance and management of the resources provided by the EU to the Member States, in order to support them in the implementation of their national reform programmes. In addition to the lectures undertaken by the Chair holder, there will be guest lectures by experts on issues relating to EU Regulatory and Budgetary Governance and Audit. Teaching will be supplemented by active participation of the students in the form of undertaking research and submitting essays which, after correction by the Chair holder, will be presented by their authors to their fellow students, and then there will be discussion on the respective topics (discussion groups).
